Bilateral Program includes full or partial scholarships established by MOE in accordance with educational exchange agreements or consensus reached between Chinese government and governments of other countries, institutions, universities or international organizations.
I.Categories, Majors,and DurationofScholarship
The Bilateral Program supports undergraduate students, graduate students, general scholars, and senior scholars.
Details of majors and duration are given inAttachment 1.
II.Scholarship Coverage
The Bilateral Program provides both full scholarships and partial scholarships. Please refer to Introduction to CGS—Coverage and Standard for details of each item.

III.Where and When to Apply
Where to Apply: Apply to the dispatching authorities for overseas study of your home country.
When to Apply: Apply between early November and the following early April. Please consult the dispatching authorities for the specific deadline of each year.
IV.Eligibility
1.Be a citizen of a country other than the PRC and in good health both mentally and physically.
2.Be an academically excellent holder of high school diploma or its equivalent under the age of 25 when applying for an undergraduate program.
3.Be an academically excellent holder of a Bachelor’s degree or its equivalent under the age of 35 when applying for a Master’s program.
4.Be an academically excellent holder of a Master’s degree or its equivalent under the age of 40 when applying for a doctoral program.
5.Be a holder of a high school diploma (or higher) under the age of 45 when applying for a general scholar program.
6.Be a master’s degree holder or an associate professor (or above) under the age of 50 when applying for a senior scholar program.
7.Take the "China Scholastic Competency Assessment (short as CSCA)" and upload a valid score report when applying for bachelor programs (Official website of CSCA: www.csca.cn ).
8.Have passed the HSK (Level 3) with a score of 180 or abovewhen applying for a Chinese-taught general scholar program (excluding Chinese language majors), andsenior scholar program.
9.Have passed the HSK (Level 4)with a score of 180 or above when applying for aChinese-taught bachelor’sprogram.
10. Have passed the HSK (Level5)with a score of 180 or abovewhen applying for aChinese-taught master's program.
11 .Have passed the HSK (Level6)with a score of 180 or above when applying for aChinese-taughtdoctoral program.
12.Applicants for master's, doctoral, generalscholar, or seniorscholarprograms taught in English must meetTFSU's English language proficiency requirements for admission (please refer to the "ApplicationDocuments" section below for details).
V.Application Procedure
1.Learn about designated Chinese universities and majorsby visiting websites (http://www.campuschina.org) or other means, and identify theprogram andmajor.
2. ContactTFSUto obtainpre-admission notice.
3. Reach out to the relevant dispatching agency to obtain the recommendation for the Chinese Government Scholarship.
4.Applicantsshall fill in and submit the Application Form for Chinese Government Scholarship online via the Chinese Government Scholarship Information System(http://www.campuschina.org).
5. The application receiving agency submitsthe recommended candidates list and their application documents.
6. The CSC will organize designated universities and experts concerned to examine applicants’ eligibility and academic performance before finalizing the short-list candidates.
7. The CSC will notify the admission results to the application receiving agency that will subsequently have the applicant informed.
VI.Application Documents
1. Application Form for Chinese Government Scholarship (filled in online).
2. Photocopy of passport(Ordinary passport expires afterMarch 31, 2027).
3. Scan Copy of highest degreeDiploma(Notarized Chinese/English translation required if original is not in Chinese/English;Scan of Pre-graduation Certificate is required if the applicants have not gained degree certificate. Please resubmit the original highest diploma upon enrollment).
4. Scan copy of complete transcripts for the highest degree (Notarized Chinese/English translation required if original is not in Chinese/English;Applicants who will not graduate before the application deadline must provide their current academic transcript. In this case, the completed academic transcripts must be submittedupon enrollment).
5.LanguageProficiencyCertificate (HSKcertificatewithin 2 years for
Chinese-taught programs; TOEFL 80, IELTS 6.0, Duolingo 110, or a certificate of English proficiency recognized by the relevant school for English-taught programs).
6.CSCA Score Report. Applicants seeking to pursue a bachelor's degree must register for and take the CSCA before the application deadline, and obtain a valid Score Report. Please refer to Attachment 2 for the required test subjects for the applied major.
7.Applicantswho have received the pre-admission notice fromTFSUshould upload the scanned copy of the notice to the application system.
8.A study or research plan written in Chinese or in English (no less than 200 words/characters for undergraduates; no less than 500 words/characters for scholars; no less than 1000 words/characters for postgraduates).Please use the TFSU template provided in Attachment3.
9.Recommendation letters. An applicant for a postgraduate program or for academic education as a senior scholar shall submit two recommendation letters in Chinese or in English from professors or associate professors.Recommender's signature and contact informationmust be included.
10.Photocopy of the Foreigner Physical Examination Form (the original document, printed by Chinese quarantine authorities, shall be filled in in English and kept by the applicant). The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicant are invalid. Medical examination results are valid for only six months (see Attachment4).
11.Avalid Certificate of Non-Criminal Record (or Police Clearance Certificate) issued by the local public security (such as the police station), usually issued within six months prior to the submission date of the application.
12.An applicant under the age of 18 shall submit the legal documents of his/her legal guardian(s) inTianjin,China.
Note: All documents uploaded through the system must be clear, authentic, and valid. Applicants are recommended to use professional device to scan relevant documents. Any consequences caused by unclear or unidentifiable documents uploaded will be borne by applicants.
Ⅶ.Admission and Notification
1. Application documents of recommended candidates from dispatching authorities will be considered by CSC for eligibility and qualification. Ineligible or incomplete applications will not be considered.
2. Qualified applications will be sent to universities for placement. After having written tests and interviews, the university decides whether to admit the applicants and report the admission results to the CSC. Based on various factors, such as the different scholarship funding requirements of every country, the host university's teaching capacity, study length and applicants’criteria, CSC reserves the right to make necessary adjustments/changes to the candidate’s host university, field of study, supporting categories and duration of scholarship.
3. After placement confirmation by Chinese universities, scholarship Recipients will get Chinese government scholarships to study in China with approval by CSC. Each scholarship recipient will be granted with no more than one scholarship.
4. Scholarship recipients shall not be allowed to change their host university, field of study, or duration of study stipulated on the Admission Letter after their coming to China.
5. Scholarship will not be reserved if the scholarship recipient cannot register before the registration deadline.
