Application Guidelines for TFSU 2026 Tianjin Municipal Government Scholarship
天津市外国留学生政府奖学金系天津市政府设立的天津市外国留学生奖学金项目，旨在鼓励和培养更多优秀的学历教育留学生来津学习。
The Tianjin Municipal Government Scholarship is established to encourage more international students to pursue academic studies in Tianjin.
天津外国语大学是一所主要外语语种齐全，文学、经济学、管理学、法学、教育学、艺术学、工学等多学科协调发展、特色鲜明的高等学校。学校现有五大道和滨海两个校区。五大道校区地处天津市历史风貌建筑文化旅游区内。滨海校区坐落在滨海新区大港高教生态园区内，湖光映翠，景色秀丽。天津外国语大学欢迎世界各地的留学生来校学习，2026年天津外国语大学天津市外国留学生政府奖学金申请办法如下：
Tianjin Foreign Studies University (TFSU) is a multilingual university with seven discipline categories—Literature, Economics, Management, Law, Education, Art and Engineering. The university now has two campuses. The Machang Road campus is located in the historical and architectural tourism area in Tianjin. Binhai Campus is located in the picturesque university garden of Dagang District, Tianjin Binhai New Area. Tianjin Foreign Studies University welcomes applicants all over the world to study at TFSU. 一、奖学金招生类别与专业
Scholarship category and majors
1．按学生类别区分，共包含以下四类：
Ø 普通进修生
Ø 本科生
Ø 硕士生
Ø 博士生
For international students pursuing general scholar, undergraduate, master's, and doctoral programs.
2．具体专业见附件1，部分研究生专业和本科专业可提供英文授课。

二、奖学金内容
Scholarship Coverage
1. 一等奖学金
First Prize Scholarship
资助第一年学费、保险费及生活费（10个月）
普通进修生生活费标准：1400元/月
本科生生活费标准：1400元/月
硕士生生活费标准：1700元/月
博士生生活费标准：2000元/月
Covers tuition fees, comprehensive medical insurance, and a monthly stipend (10 months)for the first year.
Stipend amounts:
GeneralScholar: 1400 RMB/month
Undergraduate: 1400 RMB/month
Master's: 1700 RMB/month
Doctoral: 2000 RMB/month
2.二等奖学金
Second Prize Scholarship
资助一年学费。
Covers tuition fees for one year.
三、申请时间
Application Deadlines

四、申请条件
Eligibility
1. 申请人须为非中国籍公民，且符合教育部教外函〔2020〕12号文件要求；
2. 申请人就读普通进修生，应当具有高中毕业及以上学力，年龄在45周岁以下；
申请人就读本科生，应当具有高中毕业或同等学力，年龄在30周岁以下；
申请人就读硕士研究生，应当具有学士学位或同等学力，年龄在35周岁以下；
申请人就读博士研究生，应当具有硕士学位或同等学力，年龄在40周岁以下；
3. 申请人语言水平要求：中文授课项目本科申请者需达到HSK4级水平，硕士申请者需达到HSK5级水平，博士申请者需达到HSK6级水平，英文授课项目本科和硕士申请者需达到雅思6.0（含）或托福80分（含）以上或同等语言水平，母语为英语的申请者无需提供证明。
4. 未获得任何其他形式的奖学金。
1.Applicants must be non-Chinese citizens and meet the requirements of the Document No. (2020) 12 issued by the Ministry of Education of the People’s Republic of China；
2.Academic and Age Requirements:
GeneralScholar: Senior high school diplomaorabove,under 45 years old;
Undergraduate: Senior high school diploma or equivalent, under 30 years old;
Master’s: Bachelor’s degree or equivalent, under 35 years old;
Doctoral: Master’s degree or equivalent, under 40 years old;
3.Language Proficiency Requirements:For Chinese-taught programs:Undergraduate: HSK Level 4;Master’s: HSK Level 5;Doctor’s: HSK Level 6;For English-taught programs:Undergraduate and Master’s: IELTS 6.0 or TOEFL 80 or equivalent English proficiency.Native English speakers are except from providing language proficiency certificates.
4.Applicants must not have obtained any other scholarship in the same year.
五、申请流程
Application procedure
1. 申请者登录我校留学生招生网站:http://tfsu.at0086.cn/StuApplication/Login.aspx，在线填报信息并提交申请。申请时，请注意招生类别选择“天津市政府奖学金”，入学年份须选择“2026年秋季”；
2. 申请材料初审合格者需要参加学校组织的笔试及面试；
3. 学校为获得奖学金的申请者发放签证申请材料（录取通知书及JW202表）。
1.Applicants should register and apply through the online application system athttp://tfsu.at0086.cn/StuApplication/Login.aspx. When applying, please select “Tianjin Government Scholarship” and “2026Autumn Semester.”
2.Applicants who pass the initial document review will be required to take an exam and attend an interview organized by the university.
3.The university will issue visa application documents (Admission Notice and JW202 Form) to successful scholarship recipients.
六、申请材料
Application documents
1. 有效护照首页扫描件（有效期至2027年3月31日后）；
2. 最高学历证明、毕业证书或学位证书；如申请人为在校学生，需提交本人就读学校出具的预毕业证明；
3. 最高学历阶段完整成绩单；
4. 两名副教授以上推荐信（仅申请硕士及博士研究生时须提供）；
5. 外国人体格检查记录（见附件2）；
6. 无犯罪记录证明；
7. 语言能力证明材料；
8. 银行出具的资金证明（不少于4万元人民币，如开户人非学生本人，另需提供开户人签字的资助证明）；
9. 年龄不满18周岁的申请人，须提交在津法定监护人的相关法律文件；
10. 来华留学本科入学学业水平测试（CSCA）成绩单。申请攻读学士学位者须在申请截止日期前报名参加CSCA并取得有效成绩单。申请专业所对应的必考科目详见附件3。
注：以上所有申请材料应为中文或英文文本，非中英文证书（证明）需附经公证的中文或英文译文。
1.A photocopy of a passport that is valid beyondMarch31, 2027.
2.Highest academic degree.If currently enrolled, a pre-graduation certificate from the current institution is required.
3.Academic transcripts of the highest degree.
4.Two recommendation letters from professors (required for master’s and doctoral program applicants).
5.Physical Examination Record for Foreigners (see Attachment 2).
6.Certificate of NonCriminal Record.
7.Language proficiency certificate.
8.Bank statement showing a minimum balance of 40,000 RMB. If the account is not in the applicant’s name, a signed sponsorship letter from the account holder is required.
9.An applicant under the age of 18 shall submit the legal documents of his/her legal guardian(s) inTianjin,China.
10.CSCA Score Report. Applicants seeking to pursue a bachelor's degree must register for and take the CSCA before the application deadline, andobtain a valid Score Report. Please refer to Attachment3for the required test subjects for the applied major.
Note: All documents must be in Chinese or English. Documents in other languages must be accompanied by notarized Chinese or English translations.
七、评审办法
Evaluation Process
我校本着“公开、公平、公正、择优”的原则进行奖学金评审工作。学校成立奖学金评审工作组，由工作组讨论提出评审建议并经学校审批后确定奖学金候选人名单，评审结果在校内公示后报送天津市教育委员会进行终评。
The university will follow the principles of “openness, fairness, justice, and merit-based selection” in evaluating scholarship applications. A review committee will be established to propose recommendations, which will be approved by the university and then submitted to the Tianjin Education Commission for final review.
八、其他
Others
1、申请材料不完整或不符合招生条件的，概不受理。申请材料弄虚作假，或非本人填写提交的，一经查实，申请资格将被取消。
2、获得奖学金者因故不能报到，应在报到日前15天书面告知我校并注明原因。无故未报到者，取消奖学金资格。入学体检不合格、中途退学、休学者，取消奖学金资格。
3、报到注册时学校将对申请人信息和材料等进行复核，如有违规或弄虚作假等情形，一经查实，立即取消入学资格。
4、到校报到时请携带录取通知书、外国留学人员来华签证申请表（JW202表）、申请材料原件（必须包含毕业证及完整成绩单原件）及所有体检材料原件。
注意：根据我校规定，新生入学必须校内住宿。
1.Incomplete applications or those that do not meet the admission requirements will not be processed. If it is found that the application materials are fraudulent or not submitted by the applicant themselves, the application qualification will be immediately canceled.
2.Scholarship recipients who are unable to register for any reason must inform the university in writing at least 15 days before the registration date and state the reason. Those who fail to register without reason will have their scholarship eligibility revoked. The same applies to those who fail the medical examination upon enrollment, withdraw midway, or take a leave of absence.
3.At the time of registration, the university will re-examine the applicant's information and materials. If any violations or fraudulent acts are discovered, the admission qualification will be immediately canceled.
4.When reporting to the university, please bring the following documents:Admission Notice;Visa Application Form for Foreign Students Studying in China (JW202 Form);Original application materials (including the original diploma and complete transcripts);All original medical examination materials.
Note: According to university regulations, all new students are required to live on campus upon enrollment.
